Night life - Georgetown
Value - Hilcrest Heights
Luxury - Spring Valley
Access - Capitol Hill
If DC includes suburbs, the best place is Tantallon, which is the only suburb close in that combines waterfront, country-club living, national parkland, wildlife, shopping, custom homes, and value pricing.
